On July 21, 1994, Harold Dolloph pled guilty to one count of possessing child pornography, four counts of transporting minors for purposes of engaging in sexual activity, and one count of possessing a prohibited firearm. 18 U.S.C. §§ 2252(a)(4)(B), 2423; 26 U.S.C. § 5861. At the sentencing hearing on December 19, 1994, the district judge departed upward two levels from the applicable guideline range of 168 to 210 months and sentenced...
