We granted writs in this case to determine whether the New Orleans City Council's Rule 45 violates Section 6-308(5)(c) of the city's Home Rule Charter. For the reasons set forth below, we hold that Rule 45 does not violate the Charter. And because we also determine that the district court properly found that the Council complied with Rule 45, the stay regarding the City Council's approval of utility consultant...
