Piecknick and Dorothy Piecknick ("Landowners") appeal from the Order of the Commonwealth Court affirming the Court of Common Pleas of Washington County which ordered Landowners to pay damages to the Township of South Strabane ("Township") in the amount of $1,968.00, representing counsel fees of $1,150, survey costs in the amount of $800.00, and $18.00 in filing costs.
