Petitioner seeks review of and respondents1 cross-petition from LUBA's order remanding Marion County's approval of petitioner's truck stop site plan and its application to conduct certain uses on the site. We affirm on the petition and reverse in part on the cross-petition.

The challenged decision is the culmination of and was based to a large degree on four earlier county ordinances.2...
