When this dispute arose, the plaintiffs were tenants of the defendant Westover Trailer Park, Inc. (Westover), having rented mobile home lots at that defendant's trailer park in Chicopee. In August, 1992, the tenants were notified that the other defendant, mobile home park rent control board of Chicopee (board), was considering a request by Westover for a rent increase.
