This case comes to this Court on appeal from an order of the Circuit Court of Hinds County, Mississippi, which reversed the decision of the Employee Appeals Board (EAB) which purportedly found that Laverne Johnson in fact committed the offense charged, but that the punishment imposed by the hearing officer was excessive.
