FLAUM, Circuit Judge.

Gerald Altier participated in a scheme to collect insurance proceeds by attempting to burn down a failing automobile dealership that he owned in part. The day before his trial was scheduled to begin, Altier pled guilty to Count One of the indictment, which charged him with racketeering, in violation of 18 U.S.C. § 1962(c). At Altier's sentencing hearing, the district court found that Altier "knowingly" created a substantial risk of death...
