In the district court, Michael Veilleux brought a civil rights action under 42 U.S.C. § 1983 against Jeffrey Perschau, a detective in the Manchester, New Hampshire Police Department. The district court granted summary judgment in favor of Perschau on grounds of qualified immunity. Veilleux appealed, and on August 30, 1996, a divided panel of this court reversed the district court in a decision which we now withdraw. We ordered a rehearing en banc...
