Robert Churchill owns several tractors which he leases to a common carrier. He also furnishes drivers to the carrier. After one of the drivers filed a claim for unemployment insurance benefits, the Unemployment Insurance Appeal Board assessed Churchill for additional unemployment insurance contributions.
