This is an appeal by the District of Columbia from a decision of the Superior Court on summary judgment invalidating supplemental tax assessments against real property owned by appellee, Casino Associates, Ltd. ("Casino Associates" or "appellee"). The issue before us concerns the meaning of the District's statutory duty to reassess real property that is liable to taxation but "has been so assessed that the assessment made was void."
