The City of New Orleans appeals the declaratory judgment rendered in favor of the plaintiff, Darlene Rizzuto, stating that the provisions of La.Rev.Stat.Ann. § 22:657 (West Supp.1994) apply to the City of New Orleans, a political subdivision of the State of Louisiana, with regard to its self-funded health care plan.
