Plaintiff pro se, Philip Short, commenced this action pursuant to the Federal Tort Claims Act ("FTCA"), 28 U.S.C. § 1346, seeking compensation for damage sustained to his private vehicle. The damage allegedly occurred while Plaintiff's car was parked on the premises of his employer, the United States Postal Service.
