Adam Ackerman (Ackerman) was involved in an accident requiring emergency hospitalization and incurred more than $8,000 in medical expenses. Ackerman applied for medical indigency assistance from Jefferson County (the County) and the Jefferson County Board of County Commissioners (Commissioners) denied the application.
