Respondent is the father of Robin PP. (born in 1993). A petition was filed by the Cortland County Department of Social Services pursuant to Family Court Act article 10 on March 11, 1993. The matter was thereafter transferred to Tompkins County Family Court on March 12, 1993 and, pursuant to an order of that court, the child was placed with petitioner.
