The principal issue in this case is whether the circuit court, in a contempt proceeding brought by a child support enforcement agency against a father for violation of a Uniform Reciprocal Enforcement of Support Act ("URESA")1 support order, has the power to terminate the father's ongoing child support obligations and waive arrearages. We shall hold that the trial court lacked authority to modify a URESA child support order...
