Nevas, Judge, that dismissed Riascos-Prado's motion to vacate his sentence pursuant to 28 U.S.C. § 2255. The district court ruled that since Riascos-Prado had unsuccessfully contended, on the direct appeal of his conviction, that he had been accorded ineffective assistance...
