OPINION

GARRARD, Judge.

This case involves an Indiana city's annexation of land. Landowners of the annexed property sought to remonstrate against the annexation (Count I) and to seek a declaratory judgment that the annexation ordinance was void, illegal, invalid and of no force and effect (Count II). The trial court dismissed the remonstrance since it lacked the necessary signatures. Landowners appeal, claiming the court erred in striking certain signatures...
