Plaintiff, Norberto Quiles Colón, brought this action pursuant to the Federal Tort Claims Act, 28 U.S.C. § 2671, et seq., to recover money damages for physical injuries he sustained on March 29, 1990, at the Veterans Affairs Medical Center, ("Hospital").
