The issue in this case is whether the Federal Bureau of Investigations (FBI) properly invoked exemptions (b)(7)(C), (b)(7)(D), (b)(7)(E), and (b)(7)(F) of the Freedom of Information Act ("FOIA"), 5 U.S.C. § 552, to justify withholding certain documents requested by plaintiff.
