The nursing home facility which is the subject of this proceeding went into receivership on April 14, 1986. The receivership corporation then operating the facility filed an initial six-month cost report and received a new Medicaid reimbursement rate based upon its operating costs, pursuant to regulations 10 NYCRR 86-2.2 and 10 NYCRR former 86-2.10 (k).
