The issue presented in this appeal is whether a federal district court has jurisdiction to review a denial by the Immigration and Naturalization Service (INS) of a request for a waiver of the two-year foreign residency requirement imposed upon alien foreign exchange visitors. We conclude, as have several other circuits, that jurisdiction does not exist.
