In this federal retirement benefits case, the Office of Personnel Management (OPM) denied an employee's application for inclusion in the Civil Service Retirement System (CSRS). OPM concluded that the applicant was not entitled to participate in the CSRS because he did not have the statutorily required five years of creditable federal civilian service prior to the statutory cutoff date of December 31, 1986.
