Appellant, Columbia Township Board of Zoning Appeals ("board"), appeals the judgment of the Lorain Court of Common Pleas which reversed the board's decision denying the appeal of appellee, Darlene Otis. We reverse the court's decision as it relates to the haunted hayrides.
