Respondent Leona C. (hereinafter respondent) is the biological mother of six children. The four eldest children were placed in foster care in 1986 and, except for two periods during which three of the children were temporarily returned home, they have remained in such care to the present time. The fifth child was removed from respondent's home in 1990, while the youngest child was placed in foster care in 1992. They have never returned...
