This is an appeal of a circuit court's affirmance of a ruling by the South Carolina Coastal Council (Coastal Council) that the Appellant, J. Kirkland Grant (Grant), violated S.C.Code Ann. § 48-39-130(C) by filling critical area tidelands without a permit. We AFFIRM.
