LEDERBERG, Justice.

This matter came before the Supreme Court on the petition for certiorari of the Department of Administration and Bruce Sundlun, as Governor of the State of Rhode Island (defendants). The Retirement Board of the Employees' Retirement System of the State of Rhode Island (Board) and the defendants sought to suspend pension payments to the plaintiff, Matthew J. Smith, because of his alleged failure to render "honorable service"
