Sarasota Welfare Home ("Sarasota Home") appeals a summary final judgment based on a determination that its inverse condemnation claim against the City of Sarasota ("City") is barred by the statute of limitations. Sarasota Home also seeks review of the denial of its motion for leave to amend the complaint.
