On November 20, 1989, the United States Air Force granted to Dorin Lascu a 40-year "ground lease" at Nellis Air Force Base in Las Vegas, Nevada (the "Lease"). The Lease allowed Lascu to construct a hotel facility for visiting Air Force personnel (the "Project"). Findings of Fact entered June 8, 1992 (# 30), para. 4 and 5.
