Karl J. Horn, respondent in this disciplinary proceeding, is an attorney residing in Charles City, Iowa. A June 29, 1994 complaint filed by the Committee on Professional Ethics and Conduct of the Iowa State Bar Association (committee) asserts that Horn unnecessarily opened an estate for a client's deceased husband and failed to cooperate with the committee in its investigation of this matter.
