Respondent Jon Jason Ruff (Ruff) was permanently injured, while riding as a passenger in a friend's car, when the car went off the road and rolled upside down. Ruff brought suit against Petitioner King County on grounds of negligence. The trial court granted King County's motion for summary judgment. The Court of Appeals reversed and remanded.
