In June 1992, Benny Watkins filed suit under 42 U.S.C. § 1983 against the city of Springdale, Arkansas, and officers Mike Schriver, Robert Lewis, and Jerry Corken individually, seeking recovery for the injuries he received while in the city drunk tank.
