In this appeal, we consider whether the developers of a subdivision were required either by the Subdivided Land Sales Act of 1978 (SLSA), Code §§ 55-336 through 55-351, or by contract to transfer title to the common facilities to the owners' association free of liens and encumbrances upon the sale of 75 percent of the subdivision lots.
