This is a suit for declaratory judgment and injunctive relief filed by Walter E. Blessey, Jr. ("Blessey") and Robert S. Reich ("Reich") against Kelly J. McHugh ("McHugh") seeking a declaration that the designation of a minimum building setback on a survey map, converting two lots in a subdivision into a single lot, created a valid and binding predial servitude.
