OPINION

MURRAY, Justice.

This is an appeal by Kent County Mental Health Center, Inc. (Kent County), to the Supreme Court from a Superior Court order dismissing its complaint for declaratory relief against the Rhode Island Insurers' Insolvency Fund (the Fund) on the ground that its claim was time barred.1 For the reasons stated below, we affirm the order appealed from.
