The State of Louisiana, through the Department of Social Services, Office of Family Support (State), filed a petition to establish the paternity of the alleged father, Mr. Eli Dwayne Dorsey. The trial court found the testimony of Mr. Dorsey more credible than the testimony of the mother, Ms. Linda Ratcliff.
