This is an appeal from the granting of a Writ of Mandamus sought by the City of Monroe against the judges and clerk of the Monroe City Court ordering them to pay into the general fund of the city all sums collected from litigants as a deposit for advanced costs on a monthly basis and particularly a substantial sum which had accrued in the court over a three-year period beginning in 1991.
