We granted review in this matter to address whether the Department of Public Welfare may be considered a "victim" under 18 Pa.C.S. § 1106 so as to be entitled to restitution for the expenses it incurred in covering the medical expenses of a person who was on public assistance at the time she was injured by appellant.
