These appeals involve a December 22, 1992, decision of the Michigan Public Service Commission determining, among other things, that at least 189 of 445 local telecommunications services are regulated under the Michigan Telecommunications Act (Act 179), 1991 PA 179, MCL 484.2101 et seq.; MSA 22.1469(101) et seq., effective January 1, 1992.
