Appellant, Carolyn Bazzle, initiated a hearing before the Workers' Compensation Commission to settle various matters including the payment of attorney's fees. The single commissioner issued an order requiring respondent to refund attorney's fees in the amount of $650 paid prior to September 1990 for appearances in supplementary hearings.
