The petitioner, which has offices at 312 West 55th Street, purchased the property located at 2260 Amsterdam Avenue and 172nd Street in 1987. In March 1988, a notice was mailed to petitioner "c/o Ronan Glazer, 61 West 62nd Street, New York, New York" directing petitioner to make certain sidewalk repairs.
