Justice CAHILL delivered the opinion of the court:

We issued an order without explanation on February 10, 1995, which reversed a trial court finding that a decision of the Chicago Board of Election Commissioners was correct. Our order removed candidate Jose Rodriguez from the ballot in the 1995 Chicago aldermanic primary election.

The facts of the case are not in dispute. Rodriguez filed timely nominating papers for the office of alderman on December 12, 1994...
