On November 9, 1986, Billy Tucker shot and killed Kevin Neuman in a bar fight. Despite Tucker's claim that he was justified in shooting Neuman, a jury convicted Tucker of murder. He appealed to the Illinois Appellate Court which affirmed his conviction; his request for leave to appeal to the Supreme Court of Illinois was denied.
