MERHIGE, District Judge.

This matter is before the Court on Dalkon Shield Claimant Gwendolyn Smith's ("Movant") Motion for Leave to File a Late Claim. For the reasons which follow, the motion will be denied.

I.

Movant had an IUD inserted in 1973. Until 1994, Movant alleges that she had always been healthy, and had no reason to perceive any health risk because she was always able to locate the string on her IUD, as instructed...
