This appeal raises a legal issue similar to that which we decided recently in the case of State v. Hanson, 532 N.W.2d 598 (Minn.App. 1995), review granted (Minn. Aug. 9, 1995). In Hanson, we held that a 90-day implied consent driver's license revocation (of a driver who has failed the chemical test) is not "punishment" for purposes of the Double Jeopardy Clause. Id. We...
