In January 1994 defendant-appellee Abbott Washroom Systems, Inc., d/b/a Abbott Fire Extinguisher Company (Abbott), and a vice-president of Abbott, Roy A. Chambers, were indicted on three counts charging violations of the False Claims Act, 18 U.S.C. § 287 and aiding and abetting those offenses, 18 U.S.C. § 2. The charges concerned presenting false, fictitious or fraudulent claims for services on fire extinguishers to government employees...
