This case comes to us on defendants' appeal of the denial of summary judgment based on qualified immunity.1

Plaintiffs Barnette and Mosko were police officers in Montgomery, Alabama in 1989-90. Captain Armstead was in charge of the Return Our Turf (ROT) Team of the Narcotics and Intelligence Bureau.
