Plaintiffs/appellants, two sisters, were sexually abused by Owen Crossman after they were placed with and later adopted by him and his wife Frances. The trial court granted summary judgment against the sisters, concluding that the state and its Department of Economic Security (DES) caseworkers (appellees) were absolutely immune from liability for alleged negligence in investigating the Crossmans' fitness as prospective adoptive...
