The issue presented in this case is whether the Home Rule Amendment of the Ohio Constitution allows a charter city to circumvent the provisions of R.C. 124.38 as it pertains to the transfer of an employee's unused accumulated sick leave. We hold that it does not and that the city must comply with the transfer provision.
