Twin sons of M.M. and T.R. were adjudicated children in need of assistance. Shortly before this adjudication, the court had taken the children from their mother's custody and placed them with their paternal grandmother. Nine months after this placement the court transferred temporary custody to the father. After the children had been out of their mother's custody for seventeen months, the court entered a permanency order granting permanent custody...
