The plaintiffs appeal from the action of the trial court taken on cross motions for summary judgment. The trial court rendered summary judgment in favor of the defendants and denied the plaintiffs' motion. On appeal, the plaintiffs claim that the trial court incorrectly determined that the defendants' actions did not violate the equal protection clauses of the fourteenth amendment to the United States constitution
